In accordance with the Antarctic Treaty Article III (1)(c) and ATCM XXII Resolution 4, all nations active in Antarctic Research should establish a National Antarctic Data Center and ensure that metadata is properly submitted from all scientific projects in the Antarctic. Accordingly, scientists should freely submit metadata to be published, regardless of any constraints on data access. However, the Antarctic Treaty also calls on parties to exchange and make freely available scientific observations and results, and this should be reflected in the national data policies.
